Description
A senior level systems engineer with experience in aerospace lifecycle desired to support NASA space communication systems management.

Communications Services Project (CSP) will focus on demonstrating the feasibility of commercially provided SATCOM services to NASA missions. As a primary objective, CSP aims to demonstrate commercially provided space-based relay communications and navigation (C&N) services appropriate for NASA’s near-Earth spacecraft users. The demonstrations will result in an evaluation of technical and operational performance, cost of services, business case, and security compliance to inform a recommendation for the acquisition for operational commercial SATCOM services.


Responsibilities:
Provide technical and project management support to the NASA CSP Capabilities Development and Demonstration (CDD) Manager. Provide internal and external coordination and integration support for the management of the awarded Funded Space Act Agreements (FSAAs).
This individual would be a front facing technical Subject Matter Expert (SME) who could interface with senior level government and commercial technical counterparts.

The following specific tasks would be representative of the overall job function:
• Develop and maintain documents, plans, schedules, processes, and procedures
• Provide technical and logistical support for each of the performance milestone evaluations and for stakeholder and mission engagement as needed
• Evaluate and assess performance milestone entrance and success criteria in support of the validation process
• Provide logistical support for the processing of performance milestones including acceptance, payment, rejection, and postponement
• Provide technical and logistical support to administer and implement NASA’s responsibilities under the FSAA’s
• Facilitate communications with each industry partner through onsite and in person meetings and appropriate communications; be responsible for management of relationships, collection of required information, reporting of the vendor/team views, reporting of other concerns, and communications back to vendor/teams
• Support the government insight into the FSAA performance through onsite presence as necessary
• Prepare CDD progress reports for distribution to CSP Project Management
• Collaborate with Systems Engineering on technical evaluation & analyses
• Establish and maintain risks, and provide a mitigation approach for specific risks
• Establish and manage schedules/deliverables, requests for action and other activities as may be required
• Develop reports of partner business, logistical and issues
• Prepare presentations to support Quarterly Stakeholder Reviews covering FSAA Partner plans, updates, and activities


Requirements
• B.S. Engineering in Aerospace, Electrical, Electronics, Systems, Mechanical, Computer
• U.S. CITIZENSHIP OR VALID GREEN CARD HOLDER REQUIRED
• 10+ years in NASA/DoD/commercial aerospace industry including work in interdisciplinary teams
• A strong project lifecycle support/management experience
• Knowledge of satellite communications: constellations, gateways, ground networks, operations, data services, solutions, user terminals, antennas; and/or the relevant markets and user requirements served (or ‘addressed’?)
• Ability to support top level requirements derivation
• Additional required skills include change management, business management, problem-solving, innovation, interpersonal skills, customer service, continued learning and agility, communication, analytics and Microsoft Office expertise
• Travel will be required domestically and internationally to meetings, site visits and for other events
